COWLITZ COUNTY, Wash. — A man who is suspected of breaking into women's houses in Boise and stealing their underwear was arrested in Washington on Monday, Feb. 26 just after midnight. According to the Boise Police Department (BPD), Jacob Dean Smart from Astoria, Oregon was arrested by the Cowlitz County Sheriff's Office (CCSO).
Smart was arrested after a long standoff with police that began when the CCSO responded to a call of a prowler in Woodland, Washington. Police matched his car as one being wanted by the police and Smart was then identified as having several warrants and a suspect in crimes from Boise and a burglary in Washington.
According to the CCSO, Smart fled the scene, but a Kalama Police officer found the car by a truck stop in Kalama, Washington and police began to search the area. Police said they also received what appeared to be an accidental 911 call from Smart. While police were searching, they said Smart drove away in another car. Police were able to stop him, but he ran again and said he entered the Arxada Kalama Plant.
"Lower Columbia SWAT responded to the scene, assisted by the Crisis Negotiation Team (CNT). Officers gave commands to Smart that he was under arrest and ordered him to exit the building. Smart did not comply with commands. At 0808 hours, dispatch received a 911 call from a male subject, reporting that Jacob Smart was at a gas station, armed with a gun and was going to kill officers. Investigators were able to identify the voice of the caller as Jacob Smart," a news release stated.
Police said Smart threatened to shoot officers and himself but after using drones, a remote-controlled robot, a K-9 team and "chemical agents," police took him into custody. CCSO stated Smart was treated for minor injuries and booked into the Cowlitz County Jail for warrants.
BPD said the courts will decide on the extradition. In addition to any other charges he may have, Smart is also being charged with four counts of burglary, three counts of grand theft and one count of trespassing in Idaho.
Smart is the suspect in a series of 2023 burglaries in Idaho where he stalked and entered women's homes while they were asleep. As KTVB previously reported, Smart had a $500,000 nationwide warrant issued for his arrest.
Five separate burglaries were reported between August and October 2023 in Idaho. Police said he forced his way into some of the homes and stole a gun, an ID, debit and credit cards, and women's underwear.
Police also said in one of the burglaries, he moved the victim's items around. In another, he stole keys and was later caught on camera trying to enter the house with those keys, but the owner had already changed their locks.
