MERIDIAN -- Idaho State Police released the results Thursday morning of an investigation into the fatal shooting of a Middleton man by a Canyon County Sheriff's deputy.
Investigators say no charges will be filed against the deputy, who was identified as Chad Bingham.
The shooting that claimed Brandon Rapp's life happened the night of March 18 on Charles Way in Middleton. According to the Canyon County Sheriff's Office, deputies were dispatched to a home in the 9000 block for a report of a domestic dispute. ISP released the initial 911 call from a 15-year-old at the house as part of its evidence today.
A key part of the evidence in ISP's investigation was video and audio taken from the body camera worn by the deputy that night. In the footage, which is very dark, the deputy can be heard repeatedly telling Rapp to put down his

weapon before he fires four shots.. Rapp was struck by three of the found bullets.
ISP Captain Bill Gardiner said that the footage was key to piecing together the events of that night.
"It tells us the conversation between Mr. Rapp and the deputy," said Gardiner, "It tells us the number of shots that were fired. It tells us the actions that the officer took when he was finished."
The video also shows the deputy as he administered CPR in an attempt to save Rapp's life, but he died from his injuries. Two children were inside the house when the shooting happened.
Idaho State Police and the Critical Incident Task Force were called in to investigate the incident, and the Idaho Attorney General's Office is acting as special prosecutor. In total, the investigation took eight months.
"There's no reason to rush through an investigation," said Bingham. "We need to make sure we uncover everything. We interview everybody who was a witness to the crime that occurred or has any connection to it. So not to rush forward but to actually take our time and do it right the first time."
ISP released a photo of Rapp's weapon, a pistol, in its findings. Also released were several witness accounts and toxicology reports, which indicated that Rapp had a blood alcohol content of .153 and traces of THC in his system the night of the shooting.
Idaho State Police is also leading investigations into several unrelated officer-involved shootings, including an Oct. 26 incident in which a Boise Police officer shot and wounded an armed man after a chase on the Boise Bench and the fatal shooting of a Council rancher by Adams County Sheriff's deputies after a car struck the rancher's bull on US 95 Nov. 1. Both those cases remain under investigation.
