Third person in police custody in connection to 2022 Nampa murder

The Nampa Police Department on Wednesday said Victoriano Vicente Hernandez-Olivo, 19, was arrested in Amarillo, Texas, in connection to the murder of Issac Bernal.

NAMPA, Idaho — A third person was charged in connection to the murder of 20-year-old Issac Bernal, who was killed in Nampa in November 2022.

On Wednesday, The Nampa Police Department said 19-year-old Victoriano Vicente Hernandez-Olivo is in custody in Amarillo, Texas, charged with accessory with 1st-degree murder in connection to Bernal's death.

Hernandez-Olivo is the third person to be charged in connection with the killing.

“Wrapping up the last arrest today in Texas is a great achievement. The Nampa Police Person’s Crime Unit worked long and hard on this homicide, and I’m proud of that team of officers,” Chief Joe Huff said in a news release. “I’m pleased these three suspects are in custody where they belong, and hopefully this will help the Bernal Family with closure and healing.”

In mid-August, 41-year-old Olivia Hernandez was the first person to be arrested in connection to the murder. The Canyon County Sheriff's Office told KTVB she was arrested in Potter County, Texas, and was extradited to Idaho. She is in police custody. 

According to the Canyon County Sheriff's Office, Hernandez is facing charges of aiding and abetting 1st-degree murder and accessory to felony harboring. 

34-year-old Manuel Santana was the second person who has been arrested in connection to Bernal's murder. The Canyon County Sheriff's Office told KTVB that Santana, who is currently being held at IDOC on unrelated charges, will face charges in connection to the murder.

Santana was to be transported to the Canyon County Jail, and law enforcement will serve him a 1st-degree homicide warrant related to the shooting, authorities said. 

As previously reported on Nov. 26, 2022, at around 11:30 p.m., police were called to a location close to 17000 N. Pegram Way in Nampa regarding a shooting. According to a press release from Nampa Police Department, officers found a 20-year-old man who had been shot upon arrival.

Police stated officers performed medical aid, but the man died at the scene.

Days later, the Ada County Coroner's Office identified the man as Bernal, and he died from the gunshot wound.

The case is still under investigation.
