Idaho House approves bill for library, stadium vote

If the bill becomes law, it would compel the city of Boise to hold a public vote before moving ahead with a new downtown library and a sports park.

BOISE, Idaho — The Idaho House has approved a bill that would require voter approval for cities to spend urban renewal money on new buildings or sports stadiums, or the renovation of existing city buildings.

"This would hamstring these smaller communities on economic development," said Elaine Smith, D-Pocatello.

The bill's sponsor, Rep. Robert Anderst, said the best use of urban renewal gets the support of the people.

"Dollars don't stop when the building is built," said Rep. Robert Anderst, R-Nampa.

The vote, just before noon Monday, was 59 to 11.

If the Senate and governor approve, House Bill 217 would take effect immediately.

That could compel the city of Boise to hold a public vote before moving ahead with a new downtown library and a sports park development.
