City of Caldwell wants feedback on comprehensive plan rewrite

Planning and Zoning said the current plan adopted just three years ago does not work as intended.

BOISE, Idaho — What Caldwell looks like in the future largely depends on the city's comprehensive plan — its main planning document. 

"When we have a land use application that comes before the city, so whether that's for a new commercial development or a new subdivision, we make sure that those plans are in alignment with the comprehensive plan," said Morgan Bessaw, Planning and Zoning deputy director. 

The city typically revises its comprehensive plan every 10 years. But Bessaw said the current one, adopted just three years ago, has some issues. That is why they recently started the process of rewriting the document. 

She said they hope to make the plan more detailed, resolve inconsistencies and include more of a uniform vision for the city. 

"There are some density guidelines in the comprehensive plan that don't align with our current code," Bessaw said," because the current code wasn't brought into alignment with the comp plan. So, we've had a lot of requests for amendments.” 

The city hired Arizona-based consulting firm Logan Simpson to help with the rewrite. Planner Joe Moss said they are currently collecting feedback from community members in the first out of three phases. 

Right now, Moss said people can sign up for one-on-one interviews with the firm to talk about what they want to see in the comprehensive plan. 

"We're trying to figure out what's important to people in Caldwell," he said, "and plan to keep the best things that people love and center the plan around that."

Bessaw said they also want to know what kind of development people would like to see in Caldwell, which might include more townhomes, small patio homes, and apartments. 

There is a live questionnaire people can fill out until Dec. 10. In the New Year, there will be in-person and remote information sessions about the rewrite, she said.

After collecting feedback, the city will develop a draft and then go through a series of revisions. Bessaw said they are aiming to adopt the revised plan in Spring 2025.
