Office of Police Accountability releases reports of 3 shootings involving Boise Police officers

All three men who were shot by police survived. The OPA agreed with the initial findings that found the officers were justified in the shootings.

BOISE, Idaho — On Wednesday, the Office of Police Accountability (OPA) released reports regarding three separate shootings involving Boise Police Officers.

The OPA reports shared details of the shooting of Jake Cotrell, Jeremy Waste and Gavin Donithorne. All three survived their injuries. The office's report states it is in agreeance with the initial investigation conducted, which justified all the officers involved in the shootings. 

The first report details the shooting of Cotrell which happened back in June of 2022.

It states the incident happened after officers went to Cottells home for a welfare check and he pulled out a gun and shot at them. He ran from the police and stole a car from a neighbor; a short time later, he left that car and stole a truck.

The report continues and says Cotrell led police on a high-speed chase and was eventually stopped with a pit maneuver. He then used three different handguns and shot at police 

Police and the Cotell began exchanging gunfire until he was shot. Police then began performing life-saving measures until he was able to be transported to a local hospital for treatment

The second report details the shooting of Waste back in November of 2022. 

Thursday's report states BPD was going to apprehend Waste, as he was charged with aggravated battery after stabbing a family member and was a suspect in an attempted bank robbery. When they tried to arrest him, he fled from police on a bicycle.

After some time, he crashed, and he pulled a knife over officers who were chasing him. The report states that he then "pursued" one officer, and the other shot him. 

He was taken to hospital for his injuries

The third report details the shooting of Donithorne which happened back in March of 2023. 

The OPA report states police were searching for Donithorne after he threatened his family member and was traveling to Boise from Oregon. Police found him and tried to pull him over, but he fled.

He continued driving into Boise and stopped on the southeast corner of Boise Avenue and Apple Street, then got out of his car holding what appeared to be a gun. Police said he pointed it at officers and appeared to fire. One Boise Police officer and one Ada County deputy fired at Donithorne. He was hit, police said, but ran down Boise Avenue before officers caught him and took him to the hospital.
