PAYETTE, Idaho -- Back in August, an eastern Oregon man scaled an eight-foot fence at the Payette County Jail and made his way all the way to Mexico.
But, In the meantime, changes came to the jail to the tune of $8,500 to ensure an escape will never happen again.
Surveillance footage from the jail showed inmate Nicholas Grove effortlessly climbing the chain link fence with barb wire on top last summer, then taking off on foot across a parking lot.
He crept through the hands of police, shed his inmate clothing and vanished.
Now, the Payette Police Department, Payette County Sheriff's Office and federal agents are working to agree on an extradition plan to get Grove across the border and back to Idaho.
Lt. Andy Creech showed KTVB the renovation to the jail recreation yard, which was completed in October.
"Our main goal is to help keep our inmates and our staff safe," explained Creech. "(We are) reviewing the facility on a continuous basis, where we go through and review it and look for problems somewhere we see them."
More upgrades are on the way, according to Creech. He said an updated surveillance system is in the works. They are in the process of installing additional cameras so that all areas of the building are covered by cameras.
According to Creech, a facility review is automatic by administration and the county commissioners, but the upgrade was sped up after inmate Grove escaped and disappeared.
"We are still tracking him and paying attention to where he is located," said Creech.
Grove appears to be in Mexico, at least that is what his Facebook account says, something police have monitored since he fled. Grove has been vocal on social media in the past, revealing personal information about his escape and life to friends, and even in a Facebook conversation with News Channel 7.
However, his page privacy settings have become more secure recently.
"When someone leaves the country…there is a lot of political things that need to be done in order for us to be able to go arrest somebody and extradite them back to the United States," said Creech.
He said the fact that he is Mexico makes it complicated, but he also believes it's just a matter of time before his freedom ends.
"I think at some point he will be caught and will be brought back to here," he said.
Grove was originally arrested for unlawful possession of a firearm by a felon, carrying a concealed weapon without a permit, possession of burglary tools and an invalid driver's license.
He could face up to 15 years in prison for the escape.
