Idaho Voter Guide 2023: What's on your ballot Tuesday?
Up for a vote on election day, Nov. 7, are formation and funding requests from taxing districts, as well as races for various leadership positions.

Voters will head to the polls on Tuesday, Nov. 7 to decide on a number of local mayoral, city council races, levies and bonds across Idaho.
Up for vote are funding requests from various taxing districts, such as school and fire protection, as well as races for leadership positions within said districts.
Due to 2023 being an odd-numbered year, there are no general elections for county, legislative, statewide or federal races.
For the first time in Idaho voting history, cities with over 100,000 people must elect city council members from new districts throughout each city.
Early voting is available in most counties, including Ada and Canyon, until Friday, Nov. 3. On election day, Nov. 7, polls will be open from 8 a.m. to 8 p.m.

Shall Ada County, Idaho (the "County") be authorized to issue and sell general obligation bonds of the County in the principal amount of up to $49,000,000 for the purpose of financing the acquisition, construction, equipping, and furnishing of an addition and related remodeling and improvements to the existing Ada County Jail (the "Project"), together with costs and expenses related thereto; the bonds to be due in installments as fixed by the Board of County Commissioners of the County, the last installment to be due and payable not more than twenty (20) years from the date of issue of such bonds, all as provided in Resolution No. 2916 adopted by the Board of County Commissioners of the County on September 14, 2023?
The following information is required by Section 34-913, Idaho Code:
The Project to be financed by the sale of the proposed bonds is set forth in the above Question. The date of the bond election is November 7, 2023. The principal amount of the proposed bonds to be issued is up to $49,000,000. The interest rate anticipated on the proposed bond issue, based upon current market rates, is three and eighty-seven hundredths' percent (3.87%) per annum. The total amount to be repaid over the life of the bonds, based on the anticipated interest rate, is $71,665,875, consisting of $49,000,000 in principal and $22,665,875 of interest. The term of the bonds will not exceed twenty (20) years from the date of issuance.
The estimated average annual cost to the taxpayer of the proposed bond is a tax of $3.60 per $100,000 of taxable assessed value, per year, based on the current conditions.
As of November 7, 2023, the total existing indebtedness of the County, including interest accrued, is $0.00.

In 1947 the registered voters of Middleton voted to keep Middleton a "dry city" meaning, no establishment can sell liquor by the drink. On November 7, 2023, an election will be held on the question of changing the way the Oregon Trail Recreation District is funded as provided for Resolution No. 23-01 of the Board of Directors of the Oregon Trail Recreation District adopted on the 11th day of September 2023. The levy will be assessed beginning the tax year of 2024 and continuing each and every year thereafter. It is estimated that Five Hundred Fifty Thousand Dollars ($550,000.00) will be collected each year. This levy will replace the $36 annual fee in lieu of a tax per household currently assessed by the District.

Ballot Question:
Currently the Pine, Featherville, Fall Creek and Baumgartner areas do not have fire protection for private properties. Historically fire crews with trucks have been dispatched from Fairfield or Mountain Home when fires occurred. The response time from Fairfield is about an hour and the time from Mountain Home is somewhat longer due to the uphill climb. By the time fire crews can reach the area, a serious fire would have consumed the property.
Many property owners have requested the formation of a fire district serving the proposed area. Generally, all the private property in Pine, Featherville, Fall Creek and Baumgartner would be included in the fire district. While no official budget has been determined, it is anticipated that the cost to property owners in the area will be approximately 1 mil - i.e., $100 per $100,000 assessed value. Thus, a home that has a tax valuation of $500,000 would pay about $500 per year in additional taxes for the fire district.
Some covered areas will not have year-round fire access due to the inability for the fire trucks to reach the properties in the winter months when roads are impassable due to snow. The areas that do not have year-round access by plowed road would only have protection when fire truck access is feasible.

The purpose for which the proceeds of the bonds will be used is for improvements to the wastewater system, to include additional sewer ponds. The District currently has no outstanding long-term indebtedness. Since the bond will be paid solely from wastewater revenues, there will be no tax authorized on any taxable assessed value. The interest rate anticipated on the proposed bonds is 1.75%. The total principal amount to be repaid over the life of the bonds is $550,000; the total interest estimated to be paid over the life of the bonds is $158,554; the total amount estimated to be repaid over the life of the bonds is $708,554. The bonds will be payable over a term which may be less than, but which will not exceed thirty (30) years.

Ballot Question:
Shall the Board of Commissioners of the Valley County Emergency Service District be authorized and empowered to increase its levy and budget, pursuant to Idaho Code 63-802(1)(a), to defray its costs of staffing, equipping and maintaining the District's Operations to provide ambulance transport and emergency medical services throughout Valley County by increasing its budget in the amount of $3,186,806 and no/100 dollars commencing with the Fiscal Year 2024-2025 and which shall then be established as the base budget for the purposes of Idaho Code 63-802?

- To be called "Countywide EMS District"
- EMS levy rate increase from .00012 to .0004 to fund EMS services throughout County Valley
Ballot Question:
Shall the Valley County Board of Commissioners be authorized and empowered to organize a new countywide ambulance service district to be names Valley Countywide EMS District pursuant to Idaho Codde Section 31-3911?
