Office of Police Accountability releases report on shooting of Macey Juker

The report indicates that Boise Police officers were justified in using deadly force in the shooting of Macey Juker in July of 2023.

BOISE, Idaho — The Office of Police Accountability (OPA) has released their report regarding the death of Macey Juker, 28, who was shot on July 26, 2023.

On that day, Boise Police Department (BPD) responded to a 911 call from the North End of Boise. Officer Jacob Lee contacted the 911 caller via phone. The caller was Juker, who went on to state he had consumed alcohol, purchased heroin, and had signs of a mental health crisis, the report said.

While on the phone with Juker, Officer Lee heard a series of gun shots, determining that Juker was on foot firing a weapon. 

Many officers responded to locate Juker. The incident was captured on bodycam tape and all officers were wearing uniforms and in marked vehicles.

According to the OPA report, officers arrived on the scene, trying to locate Juker. Officers located Juker and commanded he kneel on the ground and he complied. While the officers waited for backup officers, Juker jumped to his feet and got his rifle. Officers commanded that he stop, but he ran a few more feet, turning towards officers and firing shots. 

Officers fired at Juker in response to his actions, creating an exchange between Juker and officers, the report continued. Officers allegedly ran roughly 25 more yards before falling to the ground, continuing to shoot at officers. It was while he was on the ground that officers were able to incapacitate him. 

Juker died at the scene due to his injuries. 

Seven spent shell casings were found where the final exchange happened, but because it was a large outdoor area, it is not likely that all shell casings were recovered. 

A Critical Incident Task Force (CITF) investigated, finding that the involved BPD officers fired roughly 8 rounds by officers before he stopped firing at them. 

The CITF, led by Garden City Police Department, interviewed involved officers and collected dispatch records and audio/video evidence. 

The Gem County Prosecuting Attorney reviewed the CITF investigation, finding that the officers were justified in their use of deadly force, as per Idaho law.
